Tenerife Launches Unified Emergency Management Framework to Boost Disaster Response

The Tenerife Island Council and Fecam have launched a collaborative four-year partnership to standardize emergency response protocols and improve disaster management coordination across the island's municipalities.

The Tenerife Island Council (Cabildo de Tenerife) and the Canary Islands Federation of Municipalities (Fecam) have formed a new partnership to overhaul how the island handles emergencies. This collaboration creates a standardized framework for responding to disasters, which is increasingly vital as climate change makes the island more vulnerable to extreme weather and natural risks.

Led by the Cabildo’s Security and Emergencies department, this four-year agreement—which can be extended—sets out a clear operational plan. Its main goal is to update Municipal Emergency Plans (Pemu) and ensure they align perfectly with the Island Territorial Emergency Plan (Pein). Experts believe this synchronization is essential to ensure that the chain of command and resource deployment remain seamless during a crisis.

The agreement also promotes inter-administrative support. The Cabildo will provide technical assistance and resources to smaller municipalities that may struggle to manage emergency situations on their own. Additionally, the plan introduces shared technology for monitoring alerts and conducting joint training exercises to test civil protection services.

Fecam president Mari Brito noted that this model makes better use of existing public funds without requiring extra spending. While participation is voluntary, the program is designed to encourage local governments to play an active role in technical working groups, with the hope that it will become a model for the rest of the Canary Islands.

Finally, the initiative includes a public education component. By launching awareness campaigns on self-protection and improving early warning communication, the Cabildo aims to reduce risks for residents. This new approach moves away from the fragmented management of the past, creating a more unified and effective security network for the island.
