Tenerife Council Approves Fast-Track Development for Granadilla DISA Site

The Tenerife Island Council has approved a new development project for the DISA plot in Granadilla, marking a significant shift in how the Canary Islands manage critical infrastructure. This decision unlocks 275,014 square meters of land that had been stuck in urban planning limbo for nearly 20 years, showcasing a new, streamlined approach designed to bypass the bureaucratic delays that have historically slowed down such projects.

The project’s strategic value lies in its unique format, which combines planning, management, and execution into a single document. This is the first time this approach has been used in the archipelago, allowing work to begin immediately upon official publication rather than waiting for a series of separate licenses. The three-million-euro project will be fully funded by the developer, DISA Tenerife, S.L., shifting the costs of developing this land to the private sector.

Technically, the project has cleared a complex environmental review, receiving both the Strategic Environmental Declaration and the Environmental Impact Report in April 2026. These assessments confirmed that the development will not harm the local environment, finally resolving a stalemate that began in 2009 and had been stalled since 2021.

Beyond urban planning, this move is central to the region’s energy policy. The Island Council emphasized that developing this site is essential for improving electricity supply and meeting decarbonization goals—challenges they aim to solve through public-private partnerships. By using the "Project of Island Interest" (PII) framework under the Canary Islands Land Law, the Island Directorate of Strategic Projects was able to complete in just two and a half years what would have typically taken a decade of administrative work.
