The 400-euro grant is designed to help young people turning 18 access cultural goods and services. Recipients receive a personal, non-transferable prepaid card valid for one year. To ensure the funds are used for cultural purposes, the government has set specific rules: the money cannot be spent on school supplies, textbooks, electronic devices, musical instruments, or sporting events. Additionally, subscriptions to streaming platforms are limited to a maximum of four months.

Because the exact start date is still uncertain, officials recommend that applicants obtain a digital certificate now. This is important because the website often experiences heavy traffic and system crashes when applications first open. Once the grant is awarded, beneficiaries must only use the card at participating businesses and keep all receipts in case of an audit.

While the government continues to promote this initiative as a way to make culture more accessible, administrative hurdles remain a challenge for applicants. The Ministry is currently working to fix the technical problems, and an official announcement confirming the new start date is expected soon.
