Spanish police have dismantled a criminal network that generated over 30 million euros by facilitating fraudulent residency permits through sham domestic partnerships.
Spanish police have dismantled a sophisticated criminal network that helped foreign citizens gain legal residency through fraudulent family reunification schemes. Known as "Operation Link II," the investigation led to the arrest of 19 people, bringing the total number of suspects to 65 since the probe began in early 2025.
Authorities estimate the operation generated over 30 million euros in profit. The group’s method involved arranging fake domestic partnerships between men of Maghrebi origin and Spanish women, primarily recruited in Malaga. These sham unions allowed the men to apply for a "Community Family Member Residence Authorization," which grants five years of residency and full access to the Spanish labor market.
The organization operated across several regions, including Barcelona, Melilla, Tenerife, Malaga, and Jaén. It was run by a hierarchy of Spanish and Moroccan ringleaders who managed a network of recruiters and facilitators. These associates handled logistics, transportation, and the creation of forged documents to bypass immigration checks. Each client paid up to 12,000 euros for the service.
The investigation started in February 2025, when police in Jaén noticed irregularities in residency applications. While the paperwork was processed by notaries in Catalonia, the applicants’ municipal registrations were linked to the small town of Torredonjimeno in Jaén, raising red flags.
Beyond the arrests for document forgery, human trafficking, and organized crime, authorities are now working to undo the damage. The Immigration Brigade has requested the cancellation of all residence permits obtained through the scheme and has asked the Tax Agency to investigate and recover any social benefits that were improperly claimed. The case highlights growing concerns among security forces regarding how legal family protection laws are being exploited for criminal gain.
