At the heart of the dispute is the City Council’s relationship with the companies that operate the city’s nine private parking garages. Silvia Barrera, president of the association, points to a 2018 audit that uncovered several irregularities, including excessive pricing, poor oversight, and mismanagement of parking spaces.
Residents argue that a new digital system to track space availability is useless without first addressing these underlying contract issues. The association has formally requested access to the current service contracts, insisting that any partnership with private operators should benefit the public. Their proposals include setting aside spaces for residents at affordable rates and using parking profits to improve local mobility.
This situation highlights the ongoing tension between the push for "smart city" technology and the need for public accountability. While the City Council maintains that the new digital tools will help manage traffic, neighborhood representatives fear the investment primarily benefits companies previously flagged for poor management.
