The Santa Cruz de Tenerife City Council has significantly improved its legal efficiency and reduced litigation timelines through internal reorganization and a proactive focus on legal certainty.

The Santa Cruz de Tenerife City Council has significantly improved how it handles legal disputes over the 2024–2025 period, according to data from the municipal Legal Department. This shift reflects an effort to streamline administrative processes while managing an increasing workload.

Over the past two years, the city was involved in 592 legal cases. Of these, 282 rulings were in the council’s favor, while 161 were unfavorable. Notably, nearly a quarter of these conflicts were resolved outside of court—through case dismissals, withdrawals, or settlements—which saved both time and taxpayer money.

Activity trends show a period of consolidation. In 2024, litigation dropped by 6.93% compared to the previous year, with 143 favorable rulings and 89 against. While 2025 saw a 13% rise in new administrative proceedings, the city’s legal team remained effective, securing 139 positive outcomes against 72 negative ones.

Internal efficiency has also improved dramatically. The Legal Department cut the average time to issue reports from nearly eight days in 2023 to just over two days in 2024 and 2025. This boost in productivity was achieved despite having two fewer lawyers on staff and an 18% increase in the number of reports issued in 2024.

This progress is the result of internal reorganization, including the standardization of legal criteria, new public procurement guides, and updated departmental regulations. These changes help the council proactively address legal challenges in complex areas like urban planning, personnel management, and mobility—the latter of which was highlighted by the recent court-ordered removal of the city center’s bike lane.

Ultimately, these results point to a strategy focused on legal certainty. By prioritizing the quality of its reports, the City Council is using legal expertise as a preventive tool to minimize the impact of litigation on the daily management of Tenerife’s capital.
