
Santa Cruz Accessibility Project Faces Delays and Budget Overruns
A project to improve accessibility near Santa Cruz de Tenerife's Meridiano Shopping Center faces delays and a 20% budget increase due to unforeseen technical challenges and unstable soil conditions.
Plans to fix a major accessibility issue near the Meridiano Shopping Center in Santa Cruz de Tenerife have hit a roadblock. According to El Día, the project to smooth out the steep slope at the intersection of Área Díaz Flores and Álvaro Rodríguez López streets is now facing budget issues and delays.
Originally budgeted at 175,000 euros with a three-month timeline, the project will now cost 20% more and is not expected to be finished until at least August. Javier Rivero, the Councilor for Public Works, explained that the team encountered unexpected technical challenges on-site.
Two main issues caused the delay. First, years of repainting the road surface without proper maintenance since 2019 created layers that must now be completely removed before new signage can be installed. Second, while digging the foundation for the new ramp, crews discovered unstable soil that was not part of the original plan. The city council is now re-evaluating the engineering design and has not ruled out pausing the project if they cannot find a safe and viable solution.
This situation highlights the need for thorough site studies before starting public works. In municipal projects, "hidden" problems like poor soil conditions or long-term neglect are common causes of budget overruns. Under current laws, the city must now adjust the contract to address these physical realities, ensuring both public safety and the responsible use of funds.
