San Cristóbal de La Laguna Relaunches €25 Million Urban Renewal Project for El Cardonal
San Cristóbal de La Laguna has launched a €25.09 million tender to revitalize 438 properties in El Cardonal, aiming to modernize aging infrastructure and improve energy efficiency by late 2026.
The urban transformation of El Cardonal in San Cristóbal de La Laguna has entered a critical stage. The Municipal Housing and Services Society (MUVISA) has announced a new tender to revitalize 438 properties across 49 blocks, backed by a record-breaking budget of 25.09 million euros.
This relaunch follows a failed attempt to secure bids in October 2025. To ensure the project moves forward, the City Council has increased the budget by nearly 4 million euros to account for rising construction costs. The Council is now the primary financier, contributing 12.94 million euros, supported by 10.9 million euros from European Next Generation funds and one million euros from the Tenerife Island Council.
The project is divided into five lots to encourage competition. It aims to modernize buildings dating back to the 1960s and 70s by removing asbestos, improving energy efficiency and accessibility, and waterproofing roofs. The plan also includes upgrading surrounding public spaces to improve the neighborhood as a whole.
The financing model is designed to be socially responsible. Residents are only required to contribute a total of 173,632 euros—less than 1% of the total budget—and families in vulnerable situations will receive the work free of charge.
This project is the result of close coordination between the Ministry of Housing, the regional government, and local institutions. With a new administrative framework in place, the local government aims to begin construction before the end of 2026, finally bringing stability to a neighborhood that has seen previous improvement efforts under earlier urban renewal programs.
