Víctor Villalobos, president of the Spanish Brotherhood of Rural Guards Association, says the move has sparked a heated political debate, particularly after the Socialist Group in the Tenerife Island Council raised objections during a meeting last March.

The disagreement centers on whether these roles should be outsourced. While critics argue that public spaces should not rely on private services, the guards’ association maintains that their deployment is legal under Law 5/2014 on Private Security. Villalobos argues that this is not a move toward privatization, but a necessary way to bolster security when public resources are stretched thin. He insists that the guards would not replace environmental agents, but rather work alongside them to prevent damage and spot potential issues early.
