All of this is being done to reduce traffic congestion and reduce the amount of harmful substances released into the air. This plan was developed by the city council together with the Spanish Association of Commercial Coding (Aecoc). They studied how goods are currently delivered in the city and realized that something needed to change.

Authorities say that it is necessary to decide whether to increase the number of places for unloading goods (currently there are 635), whether to change the unloading schedules, and also to think about lockers for online purchases. The city wants to make the delivery of goods convenient, environmentally friendly and help the economy develop.

There are a lot of cars in Santa Cruz - 857 per thousand inhabitants. This is more than in other large cities in Spain. Most people drive to work in their own cars, and the trucks that deliver goods are old, which also affects the environment.

Therefore, the authorities want to develop new rules that will help make the delivery of goods easier and more convenient, so that there are fewer traffic jams on the roads.

A survey showed that most drivers (62%) park where it is allowed, and 69% spend no more than 30 minutes unloading goods. Most stores (83%) receive goods once a week, and most often delivery is carried out from 8 am to 11 am.

People also support the changes. 70% of residents in one of the city's districts do not mind unloading goods at night, and 82% of those who have lockers for online orders use them. Most respondents believe that online commerce will develop, so it is necessary to look for new solutions for the delivery of goods.

To improve the situation, it is proposed to adopt new rules that would regulate the delivery of goods in the city. It is also advised to allow unloading goods earlier, at 7 am, in order not to create traffic jams during peak hours, and to encourage night unloading using quiet technologies. In addition, it is necessary to increase the number of places for unloading goods where it is most needed.
