Los Silos Council Seeks New Operator for Historic La Luz Kiosk Amid Contract Dispute

The Los Silos City Council has launched a new tender for the historic La Luz square kiosk after terminating the previous operator's contract due to unpaid debts and labor disputes.

The future of the iconic kiosk in La Luz square, Los Silos, has reached a turning point. The City Council has decided not to renew the current manager’s contract, citing unpaid debts to the local government and several months of outstanding wages owed to staff.

This has sparked a labor dispute, with employees publicly reporting that they have not been paid since March. Mayor Carmen Luz Baso Lorenzo confirmed that the council is moving to terminate the contract and has opened disciplinary proceedings. While the mayor noted that the council must follow strict administrative timelines, she emphasized that they are working to resolve the situation as quickly as possible.

Because these contract breaches are considered very serious, the current operator faces a fine of between 3,001 and 6,000 euros. The original concession was held by Juan Sebastián Roque, a current councilor for Más por Arona, who had previously transferred operations to the manager now facing these sanctions.

To restore service to the historic 1930 structure, the City Council has opened a new tender process. Bids for the four-year contract—which includes an option for a four-year renewal—are due by May 21, with a base budget of 11,335 euros per year.

The new operator will be responsible for running the kiosk and maintaining the nearby public restrooms. The council is prioritizing proposals that include a monthly schedule of cultural and leisure activities to revitalize the space. The contract also mandates strict operating hours, with closing times set for 11:30 p.m. during peak periods and holidays. The kiosk is expected to resume normal operations by July.
