La Palma Launches Inclusive Cultural Program to Remove Barriers for People with Disabilities
The La Palma Island Council has launched the "Inclusive Cultural Opportunities" program to integrate people with disabilities into mainstream cultural life by replacing charity-based models with rights-focused, accessible public events.
The La Palma Island Council has launched a new program, "Inclusive Cultural Opportunities," marking a significant change in how the island approaches accessibility. Led by Ángeles Fernández, the Department of Social Action is moving away from traditional charity-based models. Instead, the goal is to integrate people with disabilities and those in need of support directly into the island’s mainstream cultural life.
The initiative aims to move beyond segregated activities—often limited to specialized centers—and toward full participation in shared public spaces. To start, the program will host a musical evening and a concert. These events are designed to be more than just entertainment; they serve as inclusive gatherings equipped with the necessary technical and human support to ensure everyone can participate.
This move addresses the "invisible barriers" that still prevent many people from fully engaging in public life, despite existing laws. The Department intends for these first two events to set a new standard. As Fernández explained, the long-term goal is to make inclusion a core part of all future public event planning, ensuring that people with disabilities are a natural part of the community’s cultural scene.
By focusing on rights rather than welfare, the Island Council is aligning itself with international standards that promote personal autonomy and the removal of exclusionary barriers. The success of this project will depend on the Council's ability to make these inclusive practices a permanent fixture, turning what is currently a special effort into the standard way of doing business.
