La Laguna has launched a technical roadmap to reorganize its housing market and regulate tourist rentals in compliance with Law 6/2025, aiming to balance the city’s World Heritage status with the local demand for residential housing.

La Laguna is entering a critical phase as it works to reorganize its housing market in response to Law 6/2025, which regulates tourist accommodation. During a recent meeting between city officials and the regional government, the municipality emphasized its commitment to protecting its status as a World Heritage City from the pressures of vacation rentals. This meeting marks the start of a technical roadmap designed to balance the city’s unique university character with the high demand for local housing.

Led by Councilor for Land Use Planning Adolfo Cordobés and the Urban Planning Management team, city officials met with Miguel Ángel Rodríguez, the Director General of Tourism Planning, to clarify how the new law will be applied. The discussion focused on ensuring legal certainty and maintaining a sustainable urban model.

Key topics included defining specific zones for tourist rentals, managing properties already registered, and coordinating these changes with the city’s ongoing urban planning review. A major priority for the City Council is ensuring that local authorities receive the necessary staff and resources to effectively monitor tourist activity without placing an undue burden on municipal services.

The Canary Islands government expressed a desire to integrate tourism into the urban landscape in a way that supports civic life without unfairly targeting the sector. Meanwhile, La Laguna’s local government reiterated that its primary goal is protecting the right to housing.
