
La Laguna Launches Process to Draft New General Development Plan
San Cristóbal de La Laguna has officially launched the development of a new General Development Plan, awarding a 1.24 million euro contract to modernize the city's urban landscape over the next 45 months.
Updating the urban plan for San Cristóbal de La Laguna is no longer just a political goal; it is now officially underway. The City Council has finalized the contract to draft a new General Development Plan (PGO) after the public review period passed without any objections to the March 10 award decision.
This marks the end of a 20-year-old plan that experts say is no longer suited to modern needs, such as sustainability, housing, and climate resilience. The contract, worth over 1.24 million euros (excluding taxes), has been awarded to a joint venture consisting of Urbanfix SL, Ingeniería Técnica Canarias SA, and Padrón & Cabrera Asesores Urbanistas. They have 45 months to complete the project.
Mayor Luis Yeray Gutiérrez stated that the new plan aligns with the Local Urban Agenda, ensuring the municipality meets national planning standards. Adolfo Cordobés, the Councilor for Land Use Planning, explained that the work will follow Canary Islands law and be split into two phases. The first phase, starting this year, will focus on the "big picture"—land classification and environmental criteria. The second phase, set for 2029, will cover specific details like building regulations and local land use.
Because the project is so complex, a multidisciplinary team of experts—including engineers, urban lawyers, economists, and data specialists—has been assembled. Their goal is to balance the city’s historical heritage with the need for modern mobility and growth.
The government also emphasized that public input is vital to the plan’s success. The process will include several rounds of consultation, allowing residents and community groups to help shape the future of the city. With this contract now signed, the long-term work to redefine La Laguna’s urban landscape has officially begun.
