
La Laguna Awards Contract for Major Urban Development Plan Overhaul
La Laguna has awarded a €1.24 million contract to update its outdated urban development plan, aiming to address modern challenges like sustainability, housing, and mobility through a collaborative, multi-year process.
La Laguna is set for a major urban transformation. The City Council has officially awarded the contract to draft a new General Urban Development Plan (PGO), finally replacing a framework that has been in place for over 20 years. A joint venture consisting of Urbanfix, Padrón & Cabrera Asesores Urbanistas, and Ingeniería Técnica Canaria won the bid, selected for their technical expertise and financial stability.
The project has a budget of 1.24 million euros and is expected to take 45 months to complete. Updating these regulations is essential, as the current rules no longer meet the city's modern needs. This new plan is about more than just paperwork; it aims to address urgent issues like sustainability, better mobility, the protection of historical heritage, the housing crisis, and climate change. Following the Canary Islands Land Law 4/2017, the project will be divided into two parts—structural and detailed planning—to create a clearer vision for the city’s future.
Mayor Luis Yeray Gutiérrez and Councilor for Land Management Adolfo Cordobés have stressed that this will be a collaborative process. The city plans to involve the public through the Urban Planning Advisory Council and a new neighborhood representation body, ensuring the final plan reflects a broad social consensus and aligns with the Local Urban Agenda.
Work will officially begin once the standard 15-day appeal period for the contract award passes. Once the contract is finalized, the team will launch the first phase of public participation. The City Council has promised to keep residents informed as the project reaches key milestones. Ultimately, this plan marks a fresh start for La Laguna, aiming to balance growth with the need to preserve the city's unique identity.
