
La Laguna Approves Landmark Urban Redevelopment Plan for South Geneto
La Laguna has approved a pioneering urban redevelopment project in South Geneto that transforms degraded land into housing and public park space using a streamlined mechanism under the Canary Islands Land Law.
La Laguna’s municipal planning board has approved the Urban Environment Action Program (PAMU) for the South Geneto 5 sector, marking a significant change in how land is managed in the Canary Islands. This is the first time the municipality has used a specific mechanism from the Canary Islands Land Law (Law 4/2017), which allows for improvements to existing urban areas without needing to overhaul general planning regulations.
The project, proposed by Teproar S.L. and approved by the Tenerife Environmental Assessment Commission, focuses on two plots in El Gramal. The plan reorganizes the land by concentrating new housing on plot 15, while turning plot 16 into a public green space. This will transform a currently degraded site into over 10,138 square meters of parkland, exceeding local requirements for public space.
Technically, the proposal stays well within legal density limits, with 277 inhabitants per hectare—far below the 400-person cap. Mayor Luis Yeray Gutiérrez and Councilor for Land Management Adolfo Cordobés have championed this approach as a sustainable alternative to building on untouched land. Officials note that the project will not place an extra financial burden on the city for new infrastructure or services.
The project is now entering a public consultation phase. During this time, technical requirements regarding flood risks and climate adaptation will be added to the plan. This step ensures that the redevelopment not only provides new housing but also meets modern standards for environmental resilience.
