Hidden Camera Discovery at Güímar City Hall Sparks Privacy Dispute
The discovery of a hidden recording device in Güímar City Hall’s contracting department has triggered a political dispute over workplace privacy and the legality of municipal surveillance.
A hidden recording device found inside a filing cabinet at Güímar City Hall has sparked a major dispute between the local government and the opposition. The camera, which was concealed behind a hole drilled into a cabinet in the Contracting department, has raised serious questions about workplace privacy and administrative transparency.
First Deputy Mayor David Román Escobar (PP) defended the camera, stating it was installed for security purposes. He explained that the device was placed there while the offices were temporarily empty to protect sensitive documents. He insisted the camera is part of the municipal alarm system and only records when the building is vacant, denying any intent to monitor staff.
The Socialist opposition has rejected this explanation, arguing that the hidden camera was clearly intended to watch over employees. They point out that under the Organic Law on Data Protection (LOPD), any workplace surveillance must be clearly communicated to staff and properly signposted. Because the camera was hidden and employees were not informed, the opposition claims the government has violated workers' fundamental rights.
This incident highlights the ongoing tension between protecting public property and respecting employee privacy. The opposition has formally requested the technical reports and security contracts related to the device to determine if the installation was legal. The controversy serves as a reminder that all surveillance measures in public offices must be transparent and fully compliant with the law.
