The Guía de Isora City Council has implemented a performance-based incentive system that offers annual bonuses of up to 2,400 euros to staff members who meet specific efficiency and attendance targets.

The Guía de Isora City Council has introduced a new performance-based pay system for its staff, aiming to boost administrative efficiency. Following a trend seen in several other Tenerife municipalities, the council will now offer annual bonuses ranging from 1,200 to 2,400 euros, depending on individual performance scores.

Under this new model, fixed salary supplements are being replaced by a variable incentive. To receive the full bonus, employees must achieve a score of at least 90 out of 100. Evaluations will run from October 1 to September 30 each year, with specific criteria tailored to different roles.

For administrative and technical staff, 70% of the score is based on meeting individual or team goals, while the remaining 30% covers training, teamwork, and professional attitude. The Local Police have a separate set of criteria focused on their specific duties, such as processing files, writing judicial reports, and managing accident records.

The system also includes penalties for poor attendance. Unjustified absences, frequent lateness, or excessive sick leave will lower an employee’s score. However, time off for vacations, paid leave, and union activities will not be penalized. To ensure the process is fair and transparent, a joint technical commission will oversee all evaluations, rather than leaving the decision solely to department heads.

Guía de Isora joins several other towns—including Los Realejos, Candelaria, Güímar, San Miguel de Abona, Granadilla de Abona, El Sauzal, and Santa Úrsula—in adopting this approach. By moving away from static pay structures, the council hopes to modernize its human resources management and foster a culture focused on results. These bonuses are not guaranteed and will not be added to permanent base salaries.
